Matching PES clusters to CdfEmObjects

This has been the subject of some debate recently. Two options are:
- Take the highest energy cluster associated with the EmObject.
- Take the closest cluster to the PEM 3x3 chi^2 fit position.
The current approach is (I think) the following hybrid:
The best matching PES cluster for an electron is
the highest energy cluster within 6 cm of the PEM chi^2 position.
